Three things happen continuously.

Launch, intake, and fee accumulation happen together. Public Enemy acts only when resources and an eligible case are available.

Trade

Trading creates creator fees. 70% routes directly into this Case Vault while the 10% Growth and 20% PE allocations happen in parallel.

Submit

People add votes, experiences, recovery requests, and evidence for review.

Act

At each $1,000 milestone in case-directed resources, eligible cases can enter an action review.

First action cycle

The first review also waits at least 72 hours for intake. Community Push determines attention priority, not truth or payout. If no eligible case is ready, the resources roll forward instead of forcing a distribution.
